I assume that you are being asked if (1,7) is a point on the line.  To do that, remember that the coordinates are (x,y)=(1,7).  Substitute 1 in for x and 7 in for y and see if the equations's sides are equal.  If they are it is, if not it's not.
-6(1)+7=-1
-6+7=-1
1=-1 Not true.
(1,7) is not on the line -6x+y=-1.
