Graph the EQUALITY; y=(2/3)x+1
Let x=0, then y=1
Let x=3 then y=3
Plot those two points and draw a line thru them.
That is the graph of the EQUALITY.
The INEQUALITY says "less than", so shade in
the half-plane BELOW the line.  That is the 
graph of the INEQUALITY.
This site will not display the half-plane but 
this is what the line looks like:
