The -2/5 is the slope.
the 4 is the y=intercept.

If you are given 3y+4x=-2 and you are asked for the slope-intercept form
you need to solve for y, as follows:
3y+4x=-2
3y=-4x-2
y=(-4/3)x-(2/3)
The slope can then be read as (-4/3)
The y-intercept is -2/3
The graph looks like this:
