Move the decimal point just to the right of the most significant digit, counting the number of places you move the decimal point.  Write the most significant digit, the decimal point, and follow it with any other significant digits.  If all the other digits are zero, one zero is sufficient.  Write a multiplication sign.  Write the number 10.  Put an exponent on the 10 equal to the number of places you moved the decimal point in the first step.
