You'll note that the equation is already as much in standard form as in general form, since the x term is 0*x.

The symmetry axis is still the y-axis number line.  How does {{{y=3(x-0)^2-7}}} compare with {{{y=a(x-h)^2+k}}} ?  The vertex is the point, (h, k).
