I would not call it simplifying, but we can transform it into an expression with positive exponents:
{{{2a^(-5)/b^(-6)=2b^6/a^5}}}
Any powers with negative exponents can cross the fraction line to make their exponents turn positive.
 
EXPLANATION:
{{{a^(-5)=1/a^5}}} by definition, and {{{b^(-6)=1/b^6}}} too
{{{b^(-6)=1/b^6}}} <---> {{{b^(-6)*b^6=1}}} <---> {{{b^6=1/b^(-6)}}}
In baby steps that are not usually spelled out:
