I had to edit your function because what you had did not make any sense in terms of the questions that were asked.  Unless you are very familiar with Igor's formula rendering system, I recommend that you use plain text to write your math in the future. To answer your questions, calculate *[tex \LARGE b(x)] for *[tex \LARGE x\ \in\ \mathbb{Z}\ |\ 1\ \leq\ x\ \leq\ 10].  The values of *[tex \LARGE x] that result in a function value of zero indicate the last digit of the breakeven years.  *[tex \LARGE b(1)] gives you the balance in 2001 and *[tex \LARGE b(7)] gives you the number for 2007.
