Question 720274
That could describe a parabola, with vertex halfway between y=6-8 and the point (-3,6). You can then use standard form to write the appropriate equation. Note, "a" can be any POSITIVE real number.

You know how standard form works? If so, no trouble seeing {{{y=a(x+3)^2+2}}} and {{{a>0}}}.
