Here is the simplest situation.
I am going to assume you have 1 qt of 20% solution, and you want to know how much water to add, to get a 5% solution
:
Let x = amt of water required
:
.20(1) = .05(x+1)
.2 = .05x + .05
.20 - .05 = .05x
.15 = .05x
x = .15/.05
x = 3 qts of water should be added to the 1 qt of vinegar
