y=3/4x+1 is the line.
then -6=3/4*4+b is the line parallel to the line with a slope of 3/4
-6=3+b
-6-3=b 
-9=b 
thus the equation is 
y=3/4x-9 for the parallel to 3/4x+2 passing through (4,-6).
