The reason this seems difficult is because you are hoping to do it only through algebra and symbols.  The x axis has a slope of 0.  This means the line perpendicular to the x axis HAS NO SLOPE, because division by zero is not meaningful.  You want a VERTICAL line.  A vertical line IS perpendicular to the x axis.  You want the line, x=2.  y is any or all values but x must be 2 in order to hold the expected point of (2,-3).
