 - 2x + 3y = -19

Add the two equations

  19x + 0y =  38

Solve for x

    x      =  2

Substitute the now known value of x into either original equation

-2(2) + 3y = -19
        3y = -15
         y = - 5

Check your work:

-2(2) + 3(-5) =  -4 - 15 = -19 -- Checks
-7(2) +   -5  = -14 -  5 = -19 -- Checks
