So, the equation is y=(1/2)x+3
To graph you could find the x-intercept:
Let y=0, then 0=(1/2)x+3
(1/2)x=-3
x=-6
You now have two points: (0,3) and (-6,0)
Plot those two points and draw a line thru
them.  That is your graph.
