In preparing 250 ml of an alcohol solution in water, a pharmacist used 4 ml of alcohol. What was the percentage of alcohol in the water solution?

I know the answer is 1.6 mg 1.6% because my study guide says so but looking at their solution I am confused.... 
 4mL alcohol/250mL solution x 100mL solution = 1.6mg = 1.6%

Is there anyway you can explain what was done here or even a simplier way to the answer.

---
x = 100(4/250) = 400/250 = 1.6
