I came up with 2a^2 - 2a - 24
Factor this to:(a-4)(2a+6)
:
we know the width = (a-4), therefore the height of the pool = (2a+6)
:
but they want the height of the water, half the height of the pool:

 h = (a+3) is the height of the water
