Presuming you are talking about a pile of stuff that has a total volume of 15 cubic feet, the answer to "how high?" depends entirely on the area of the base.  For example, if the area of the base were 1 square foot, then the pile would be 15 feet tall.  If the area of the base were 15 square feet, then the pile would be 1 foot tall, or a 30 square foot base would result in a one-half foot tall pile.  If the base were 1 square INCH, then the pile would be 2160 feet tall.
