Question states***
 perimeter of the new rectangle will be 4 inches less than 8 times the width of the original rectangle
P = 2L + 2W = {{{2(x+5) + 2(x+3) =  8x-4}}}
                    2x+ 10 + 2x + 6 = 8x-4
                            20 = 4x
                         x = 5in, width of the original rectangle. length = 7in.  Good work
Find the dimensions of the New Rectangle:  width = 8in and length 10in.  Good work.
