A line with a slope of zero is a horizontal line.  Horizontal lines have the characteristic that the *[tex \LARGE y]-coordinates of every point are equal to each other.  You just have to find a way to say that *[tex \LARGE y] is equal to the *[tex \LARGE y]-coordinate of the given point. Since the *[tex \LARGE y] coordinates are all equal regardless of the value of the *[tex \LARGE x] coordinate, you don't have to mention *[tex \LARGE x] in the equation at all.
