Let's break this into a few parts:

First part: 4^0 = 1.  All numbers raised ot the zero power are equal to 1. Always.  We can go into this more if you want (just email me).

Second part: 8^(2/3)
8^(2/3) = (8^2)(8^(1/3))
8^2 = 64 and
8^(1/3) = 2  [because 2*2*2 = 8],
so 8^(2/3) = 64*2 = 128

Third part: 9^(1/2)
Anything raised to the 1/2 is a square root.  25^(1/2) = 5, for example.
So, 9^(1/2) = 3
