Hi Jamie,
I just answered another question about writing something as a function of x.  I said y=equation.  It looks like your book wants f(x)=equation.  So change the y to f(x) in my last answer.

Rewrite the equation 2x - 3y = -6 as a function of x
  is it:

  (B)  f(x) = 3/2 x -3
  (C)  f(x) = 3/2 x -6
  (D)  f(x) = 2/3 x + 6
:
2x-3y=-6
-2x+2x-3y=-2x-6
-3y=-2x-6
-3y/-3=-2x/-3-6/-3
y=(2/3)x+2 
f(x)=(2/3)x+2 (A)
