This does not factor over the rationals.  If you want to factor over *[tex \LARGE \mathbb{R}], then the easiest thing to do is to solve *[tex \LARGE 2a^2\ -\ 11a\ +\ 7\ =\ 0] using the quadratic formula to get the two real roots *[tex \LARGE \alpha_1] and *[tex \LARGE \alpha_2].  Then write your two factors *[tex \LARGE x\ -\ \alpha_1] and *[tex \LARGE x\ -\ \alpha_2]
