y=mx+b where y=3, x=5, m=-1/4 to find "b"
3=(-1/4)5+b
b=12/4+5/4=17/4
y=(-1/4)x+17/4
Now put in standard form of ax+by=c
Multiply thru by 4 to get:
4y=-x+17
x+4y=17
