When you are asked to construct a graph that represents one quantity in terms of another quantity, how do you know which quantity to place as a label on which axes?

You have to determine that by the wording of the problem.

Examples:
If you have "how many miles per gallon..." you should put gallons
on the x-axis and miles on the y-axis.

If you have "earned how many dollars per hour..." you should put
hours on the x-axis and earnings on the y-axis.
