Are you sure you meant -3 to be the x-intercept?  If so...
slope 2/3 and x intercept -3 
How would you find y=ax+b?  
a=slope=2/3 (x,0)=x-intercept=(-3,0).
First find b by plugging your values in:

{{{0=-6/3+b}}}
{{{0=-2+b}}}
{{{2=2-2+b}}}
{{{2=b}}}  
:  Plug a=2/3 and b=2 into your equation.
