Since 45 minutes is BETWEEN 0 and 60 minutes, you use the first half of the formula, which is a flatrate $50.  However, if the computer repairman runs OVER 60 minutes, then you use the rate of 4/3 x - 30.  In other words, if it takes more than 60 minutes, they charge EXTRA, depending upon how long it takes.  For example, if it takes 66 minutes, then you calculate 4/3*66-30, which is $58.
