and then subtract the exponents:

-20 - 9 = -29



So {{{(18a^(-20))/(8a^9) = (9a^(-29))/(4)}}}


Then flip the base to make the exponent positive {{{ (9)/(4a^(29))}}}


So {{{(18a^(-20))/(8a^9) = (9)/(4a^(29))}}}

Subtract the corresponding exponents over 'y' to get 13 - 6 = 7
