You have to look at the third number after the decimal. If it is equal to 5 and above then you round the second number up to the next one.

With 3.52538 the third number after the decimal is 5 so you would indeed round the second up one, in this case from a 2 to a 3 giving:

3.53

((an additional note. If the second decimal had been a 9 then you would have rounded it up to ten, which means you would have to add a 1 to the first and then make the second a zero:

e.g.: 3.59538 would become 3.60))
