Presuming you want your semi-circle on the skinny end, create a perpendicular bisector of one of the 7" ends of the rectangle.  Set the point of your compass at the point of intersection of the bisector and the side of the rectangle and put the pencil end on one of the near vertices of the rectangle.  Draw your semi-circle.
