Well, if he has AT LEAST 2 quarters, option A is already out because it says 1...so now we can work through it and figure which of the 3 other answers is the correct one. 
So, a quarter is worth .25 of a dollar, correct?
If we take 1.50 and divide it by .25, it should tell us exactly how many quarters that equals, which happens to be 6.
BUT WAIT just a second! He has LESS THAN 1.50, and 6 quarters equals it, 7 quarters is more than 1.50, so...Mitch has 5 quarters.
