We want our x's preferably on the left side of the inequality because it makes it easier to graph.  What ever you do to one side you have to do to the other.
-x<-4x+2
4x-x<4x-4x+2
3x<2
3x/3<2/3
x<2/3
2/3 is more than halfway from 0 to 1.  When the variable is on the left we can shade our numberline in the direction of the arrow. It's not < or= so we use an open circle or a parenthesis over 2/3.
