360/(1080/(x+11)) + 720/(1080/x) = 23/3 

(360(x+11))/1080 + 720x/1080 = 23/3

(360x+3960 +720x)/1080= 23/3

1080x+3960 = 23*1080/3

1080x+3960 = 23*360

1080x+3960 = 8280

1080x= 4320

x= 4 

time taken by plane to go 1080 miles = 4 
distance = 1080
