since the lines are parallel than they have the same slope
all you need to do is find the slope of the first line
now the slope equation if given two points on the line is 

{{{(y1-y2)/(x1-x2)}}}

so you just substitute in the y's and the x's

{{{(2-0)/(3.8-4) = -10}}}


and to be honest with you that result sounds weird to me so i would double check
