if i understand the question correctly, the difference between the radius of the larger circle and the smaller circle is 22/pi.
i believe this would be true whether or not the circles are concentric or not.
the circumference of a circle is equal to 2*pi*r
for the larger circle, this becomes 132 = 2*pi*r
divide both sides of this equation by 2*pi to get r = 132/(2*pi) which results in r = 66/pi
similarly, for the smaller circle, r = 88/(2*pi) which results in r = 44/pi
the difference between the radius of the larger circle and the radius of the smaller circle is 66/pi - 44/pi which is equal to 22/pi.
