This has no solutions:
y=(-2/3)x-1 is already in slope intercept form

2x+3y=6
subtract 2x from both sides
3y=-2x+6
divide all by 3
y=(-2/3)x+2

Since these have the same slope but a different intercept they are parallel lines.
