No, if one side measured 28, then the other side would measure *[tex \Large \frac{24}{28}\ =\ 0.\overline{857142}], but there is nothing wrong about that value as the measure of the side of a rectangle.  It certainly isn't any more or less correct than *[tex \Large \frac{24}{22}\ =\ 1.\overline{09}].
