In a word, no.  Draw yourself a number line.  One number is greater than the other if and only if the greater number is to the right of the other number on the number line.  All negative numbers are to the left of zero.  All positive numbers are to the right of zero.  In order for a negative number to be greater than a positive number, the negative number would have to be somewhere on the right hand side of zero, which is to say that it wouldn't be negative.
