If graphing by hand 
Draw a x and a y axis
Draw a dot on (0,-4) which is on the y axis go up 1 and right one as far as possible. Then do the opposite on the - side. Go down one left 1. 
Draw another dot on (0,0) go up 3 and right 1 as far as possible .  Then do the opposite on the - side go down 3 and left one. The points should connect and that is the intersection. It should be (-2,-6) if it has been done properly.
