Start by clearing the fraction by multiplying each of the 3 parts of the inequality by 3.


{{{3*(-4) < 3*((2x-3)/3)<3*4}}}
{{{-12<(2x-3)<12}}}


Add +3 to each part:
{{{-12+3<2x-3+3<12+3}}}
{{{-9<2x<15}}}


Divide by 2:
{{{-9/2<x<15/2}}}
