If you're supposed to find the equation of the line.  The slope intercept form of a line is:y=mx+b, where m is the slope and (0,b) is the y intercept.
Your m is -2 and your b is 4.
Your equation is: y=-2x+4
If you were asked to graph the the line going through (0,4) with a slope of -2/1=rise/run, plot (0,4), from there go down 2 and right 1 and plot another point and connect the dots.  It should look like this:
