Let's clear out those pesky fractions. If I multiply by 5 then 4 (or just multiply by 20, I'll get rid of all the fractions

4*(2x+3)-5*(x-2)=10
distribute
8x+12-5x+10=10
combine like terms
3x+22=10
subtract from both sides 
3x=-12
divide by 3
x=-4
