Okay I think what you are asking is to simplify
{{{3m/(15m^3)}}}   




We have an exponent rule that says something like this:
{{{(m^a)/(m^b)=m^(a-b)}}}


So all we are doing is using this and a few other tricks 
{{{3m/(15m^3)}}} 
can be broken up as follows
{{{(3/15)*(m/m^3)}}} 
Now 3/15=1/5 

and 
{{{(m/m^3)}}} is just {{{(m^1/m^3)}}}
and using the rule above this is just {{{m^(1-3)=m^(-2)}}}

So from
{{{(3/15)*(m/m^3)}}} 
we get 
{{{(1/5)*(m^(-2))}}} 
{{{(m^(-2))/5}}}


We could also use the rule 
{{{m^(-x)=1/(m^x)}}}
to write our answer as 
{{{1/(5*m^(2))}}}
