It may help you to remember that the 
little word "PER" always means
"DIVIDED BY" 
(or "OVER", if you prefer)

"Cost PER pound" then means 

"Cost DIVIDED BY pounds",

or if you prefer,

"Cost OVER pounds".

Either way put the cost $3.52 

OVER

the pounds, 4.4 lbs.,

  3.52 dollars
---------------
   4.4 lb

divide that out and get

.8 which should be 
interpreted as

.80 dollars/lb  

or in cents,

80 cents/lb
