In this case call L=14 and W=x.<P>
x may turn out to be more than 14 and L is usually the longer dimension.  But it really isn't important which is called L and which is W.<P>
At most 80 inches means P <=80. <P>
2(14) + 2x <= 80.<P>
28 + 2x <= 80<P>
Subtract 28 from both sides.<P>
2x <= 52<P>
Divide both sides by 2.<P>
x <= 26<P>
It turns out x is really the length, the longer measure, but it wasn't important to the calculation.
