If you have a horizontal line, then that means that your slope is 0. This is because your x coordinates are all the same number.
To find the slope of all lines perpendicular to y=-5/2x, you need to find the negative reciprocal of the slope of y=-5/2x. In your case its done this way:

Using the forumla y=mx+b, m is the slope. so the slope given to you is -5/2 so the negative reciprocal, which  is like an inverse of that. That would be 2/5.
so your answer to your second question is 2/5
