You graph the boundary of the inequality, which is ALWAYS
an equality.

Graph y = 7
Plot two points with y = 7: (0,7) and (3,7)
Draw a dashed line thru those two points.
That is the boundary of the inequality.

Shade the half-plane ABOVE the boundary
because you want y ABOVE 7.
