They are approaching each other, so they are getting closer at the sum of their speeds, namely 32 mph.  If they start at 360 miles apart they have to travel 360 minus 120 miles to make it to a point where they are only 120 miles apart.  Divide that difference by 32 miles per hour.  Then add that number of hours to 11AM (and then subtract 12 unless you are familiar with the military 24 hour clock) to find the requested time.
