First question:
Add +4 to each side of the equation:
3/8 y -4 +4 = 2+4
3/8y = 6


Multiply both sides by the reciprocal of 3/8, which is 8/3:
{{{((3/8)*y)*(8/3) = 6*(8/3)}}}
{{{y = 2*8 = 16}}}


Second question has an error.  There are two equal signs.
