y+4=-2/3(x-3)
Now the way this is written makes it a little confusing, specifically:

Do we mean y+4=-2 over 3(x-3) or do we mean:
y+4=(-2/3) times (x-3)?  I will assume the latter but the correct use of parens will frequently clarify the meaning.
y+4=(-2/3)(x-3)  multiply each term by 3
3y+12=-2(x-3)
3y+12=-2x+6 subtract 12 from each side
3y=-2x-6
y=(-2/3)x-2 This is now in standard slope-intercept form
slope=-2/3
y-intercept=-2
