In the first equation, combine like 
terms 8y + 3y as 11y

-7x + 11y = 10

In the second equation, in the term
28x/4 the 4 can be
canceled into the 28 like this

to give 7x - 12y = 7

So we now have this system of equations

-7x + 11y = 10
 7x - 12y =  7

Now if we add these equations term-by-term
vertically, the x's will cancel:

-7x + 11y = 10
 7x - 12y =  7

       -y = 17

Divide both sides by -1

        y = -17

Substitute -17 for y in

     7x - 12y =  7
 7x - 12(-17) = 7 

     7x + 204 = 7
           7x = -197
            x = -197/7
