I'm reasonably certain that your problem meant to say that -4 is the *[tex \Large y]-coordinate of the *[tex \Large y]-intercept, the *[tex \Large y]-intercept then being *[tex \Large (0,-4)]


Be that as it may, the slope-intercept form of an equation of a line is:


*[tex \LARGE \ \ \ \ \ \ \ \ \ \ y\ =\ mx\ +\ b]


where *[tex \Large m] is the slope and *[tex \Large b] is the *[tex \Large y]-coordinate of the *[tex \Large y]-intercept.  You are given both of these numbers, so just plug them in.
